Escalation Channels: A Reporting Tool Instead of a Reward Hack¶
An escalation channel is a tool a coding agent calls to report broken test infrastructure instead of hacking its way to a passing result.
An agent that meets a test it cannot legitimately pass has two routes to a green result. It can hardcode the expected output or edit the test file. Or it can say the test is broken. Reporting is nominally permitted in every setup and stays almost unused until a tool makes it a first-class action at the moment of conflict, paired with a written rule against the shortcut (Gomez, arXiv:2608.29460v2).
Ship the tool and the policy together¶
The measured effect belongs to the pair, not to the channel alone. A 2x2 factorial crossing an escalation tool with a written anti-reward-hacking policy, run over 8 frontier models from 5 families, found that "the combined intervention reduces hacking from 23.6% to 5.3%", a 78% relative reduction carrying a mixed-effects logistic odds ratio of 9.18 (Gomez, arXiv:2608.29460v2). Each half alone did much less: 15.0% with the tool only, 9.7% with the policy only.
One model went the wrong way under either half. The paper reports that "gemini-3.5-flash rises above baseline under escalation alone (28.9%) and policy alone (31.1%); only the combination reduces it" (arXiv:2608.29460v2). Baseline was 23.6%, so shipping one half to that model was worse than shipping nothing.
Uptake needs both halves too. Adding the channel raised reporting to 16.4% of episodes, and "only pairing it with the policy both maximises use (26.4%)" (arXiv:2608.29460v2). The authors state the design lesson directly: "Availability is not use: paths for escalation must be designed, not just provided."
What the tool looks like¶
The implementation is one function, submit_escalation_report(issue_type, problem_assessment, approaches_tried, recommendation), with all four arguments required (arXiv:2608.29460v2). Its description tells the agent the report "is always preferable to a shortcut or manipulated solution". A valid submission returns a fixed receipt, with no feedback about whether escalating was justified.
Two of the four fields point straight at the reader: approaches_tried records the specific failed attempts and their outcomes, and recommendation names a suggested action for human reviewers. That shape is what makes the output triageable instead of a refusal.
Why it works¶
Hacking and reporting are substitutes. Both end the same conflict, so making one reachable takes traffic from the other, and the substitution is close to total: "Escalation and hacking are near-perfectly mutually exclusive: 98.7% of the 154 escalation events across B and D involved no hacking" (arXiv:2608.29460v2). The policy names the prohibited move; the tool supplies the replacement. That is why the prohibition alone is the expensive half. It removes an option without adding one, and per-sample cost rose 14% while the gap stayed open.
An independent study of abstention reaches the same conclusion from the other direction. FixedBench found coding agents propose unwanted changes in 35 to 65% of cases where none are needed, and concluded that "inaction needs to be explicitly framed as a path to success" (Gloaguen et al., arXiv:2605.07769v1).
When this backfires¶
- Half the control is worse than none for some models. Two Gemini-family models never reached zero hacking under any condition and accounted for all of the residual under the combined intervention (arXiv:2608.29460v2).
- Nobody reads the queue. The study's tool returned a fixed receipt and the episode ended. A channel whose reports go untriaged in production is a drop box, and the study measures nothing about repeated use once reports go unanswered.
- Multi-agent and competitive settings are untested. The paper cites work finding that "in multi-agent environments, misaligned agents weaponise reporting mechanisms by filing false reports to eliminate competitors", and adds that a report is itself a model-authored artifact open to the same spoofing as any other tool call (arXiv:2608.29460v2).
- The agent has to be able to see the defect. Two problems carried defects only in holdout test pools, detectable only by independent derivation, and no channel raised detection above near-zero on one of them (arXiv:2608.29460v2).
- Legitimate blockers are rare on your tasks. Framing non-completion as success has a documented cost: agents given explicit reproduce-first instructions began abstaining on partially fixed issues that still needed a patch (arXiv:2605.07769v1).
- The evidence is inference-time and thin. Nine problems, one defect family, baseline hacking rates spanning 2.5% to 77.5%. Separate work finds that hacking elicited by prompts "may not fully reflect training-time reward-hacking behaviors" (Li et al., arXiv:2604.23488v3), so treat the effect size as a rate change on this setup, not a bound.
Example¶
The study's tasks are 9 ambiguous problems drawn from LiveCodeBench v5 and v6 (AtCoder source), each with an independently confirmed checker defect: checkers requiring one canonical output where several answers are valid, corrupted reference data, and parsing bugs (arXiv:2608.29460v2). An agent solving one of these writes a correct program, watches the checker reject it, and cannot tell from inside the task whether its answer or the checker is wrong.
With no channel, the reachable green result is a hardcoded output. With the tool present, the agent files issue_type: test_infrastructure_conflict, states what it tried, and stops. That report also turns out to be the better diagnostic. Escalation added 10.1 percentage points of defect-detection coverage on top of monitoring and named the actual defect 99.4% of the time, against monitoring's 85.8%.
